Notes on Grants, Contracts and VAT
In general, the FPA issues “grants” to support the work of individuals on FreeCAD. The FPA may also contract with individuals or other bodies for the delivery of specific services.

For our purposes, a contract is a legal agreement between the FPA and a supplier that commits the supplier to provide specific deliverables. Contracts may involve penalties for non-performance. Contracts may also include a “time is of the essence” that requires the parties to fulfill their obligations on time.
Normally, payments to grantees are made on receipt of a progress report and no invoice is required. In this case, you should use the Memorandum of Understanding (MOU) template to document the award and agreement with the grantee.
Some suppliers will want to submit invoices for their own business reasons. If there is an contract, then VAT applies and must be accounted for. Use the Contract template for contracts where the supplier (a business or independent contractor) will be submitting invoices. If a grantee submits an invoice, then the invoice must show our VAT number (BE 0781 867 807). If the grantee does not have a VAT number or is not resident in Belgium, the invoice must also include the following: “Reverse charged VAT according to Art 21 § 2 of the Belgian VAT Code”. This means that the FPA is responsible for handling the VAT associated with the payment.

The former is not a supply for VAT and will commonly be described as a grant. The latter is a supply for VAT but you may see instances where such arrangements are never the less described as a grant.”
